She LIKES you and was giving you hints but you did not act on it so she backed off. The flirting with other guys is to get you jealous and the inconsistency means she is playing hard to get. Ask her out but be confident about it. Say, "I know you like me, so stop playing games. Wanna go to a movie(or whatever else you'd like to do)" ?If she says no, play it cool and flirt with other girls like she does with other guys. Best of luck.
